Fourth repress (first by EMI Music Japan Inc.) of 1999 digitally remastered reissue (released in Japan with Category TOCP 65308) under various low budget (price: 1.500￥), limited edition (each available only for 3 months pertod) series. This and all other low budget series releases carries same barcode (4 988006 831742) & Category (TOCP-53505) but different Obis. Artwork and packaging (jewel case, inserts, booklet, folded sheet with Japanese lyrics and text by Kaz Akiawa) are identical as in TOCP-65308 (except that all of them carrying TOCP-53505 Category instead of TOCP-65308)
This is only CD by David Bowie released under this series.
Specifics of this CD is that all inserts and obi were printed by Emi Music Japan, while on disc both Toshiba-EMI Ltd. & EMI Music Japan were noted as manufacturers for unknown reasons (maybe forgot to delete Toshiba EMI or EMJ was using earlier prepared glass). The album title comes from the Brecht/Weill opera Aufstieg und Fall der Stadt Mahagonny (The Rise and Fall of the City of Mahagonny), first performed in 1930 but banned by the Nazis three years later. The London production at Sadler’s Wells Opera in January 1963 was conducted by Colin Davis. The documentary was filmed at the same concert in 1973, where Bowie decided to retire the Ziggy Stardust persona. This album was also selected by the Library of Congress, for preservation in the National Recording Registry, in 2017. The Rise and Fall of Ziggy Stardust and the Spiders from Mars Q&A.

The Spiders From Mars’ included guitarist Mick Ronson, who plays with a maverick flair on Suffragette City, Moonage Daydream, and Hang Onto Yourself, Trevor Bolder on bass, Mick ‘Woody’ Woodmansey on drums. Ronson also doubled on keyboards. Backing vocals on It Ain’t Easy, the album’s one non-original, were supplied by the statuesque Dana Gillespie. The album cover shows David Bowie, dressed as Ziggy Stardust, standing outside the furriers, K. West, which was located at 23 Heddon Street, just behind London’s Regent Street.

Bowie created Ziggy Stardust while in New York City promoting Hunky Dory and performed as him on a tour of the United Kingdom, Japan and North America. After recording some of the new songs for radio presenter Bob Harris's Sounds of the 70s as the newly dubbed Spiders from Mars in January 1972, the band returned to Trident in early February to record the final master takes of "Starman", "Suffragette City" and "Rock 'n' Roll Suicide". Some of the radio performances appear on Bowie at the Beeb.
