Scott 4 set their statement of purpose on the first track "Start-Up," a song that begins with a banjo-heavy backwoods stomp but gradually transforms into a crisp drum-machine track complete with 808 claps and stark beats. Much of the rest of Recorded in State has the same fixation with the polar extremes of organics and electronics, though the soundclash is much smoother than expected. Occasionally, Scott Blixen goes a bit too far on his vocal turns, though his overblown tear through "Your Kingdom to Dust" is an entertaining highlight.

Scott 4 is Scott Walker's fifth solo album (a collection of songs he had performed for his BBC television series had been his fourth). It was originally released in late 1969 under his birth name, Noel Scott Engel (the name Walker did not appear on the original album sleeve), and was the first Walker album to consist solely of self-penned songs (Scott, Scott 2 and Scott 3 had each featured translations of Jacques Brel songs, which were later compiled to form the album Scott. Their debut mini-LP, Elektro Akoustic Und Volkmechanic was released in June 1997, followed by the single, "Deutsche LP Record", which was named 'Single of the Week' in the Melody Maker. Their second album, Recorded in State followed in early 1998 to critical acclaim, leading to the band's signing to V2 Records. As well as their records being well received, the band quickly acquired a formidable live reputation.
Recorded In State LP" had peversely already been made at that point, it had taken 2 weeks to make with Pete Hoffman as co-producer at Milo Studios in London in January 1997. Works Project LP", in contrast, was the result of six months work from September 1998 to March 1999 in Scott 4's self built studio in Old Street, London ("Systems Pro") with engineer Bob Mallett. Electronic cowpunks Scott 4 - the trio of vocalist Scott Blixen, guitarist John Moody and drummer Ed Tilley - formed in early 1997; after debuting at a local folk club, they were soon signed to the independent label Satellite, issuing their debut EP Elektro Akoustic and Volksmechanik that August. The record's unique synthesis of punk, country and electronica immediately found critical favor, and the subsequent "Deutsche LP Record" was named "Single of the Week" in Melody Maker.
