William Toliver Carlisle (December 19, 1908 – March 17, 2003), better known as Bill Carlisle and Jumpin' Bill Carlisle, was an American country music singer, songwriter, comedian, and guitarist popular in the late 1940s and 1950s but who influenced the genre for more than 50 years. He is a member of the Country Music Hall of Fame. Carlisle was born in Wakefield, Kentucky southeast of Louisville.

In 1936 he was paroled and opened a café and tourist court in Laramie, and later wrote. There, he meets a priest who helps him repent. The robber earns parole, marries, operates a restaurant, and writes a book about his experiences. But this tale is not fiction. Bill Carlisle and the great rewards offered by the Union Pacific Railroad for his capture dead or alive were real. He committed three robberies in 1916 and a fourth in 1919 after his escape from the Wyoming State Penitentiary. Carlisle, the youngest of five children, was born May 4, 1890, when his father, a carpenter and Civil War veteran, was 60 years old.
