Storyville was the red-light district of New Orleans, Louisiana, from 1897 to 1917. It was established by municipal ordinance under the New Orleans City Council, to regulate prostitution and drugs. Sidney Story, a city alderman, wrote guidelines and legislation to control prostitution within the city. The ordinance designated a thirty-eight block area as the part of the city in which prostitution, although still nominally illegal, was tolerated or regulated.

The song first appeared on his 1974 album Continental American. Other Allen-Bayer Sager collaborations include "Don't Cry Out Loud," "Quiet Please, There's a Lady on Stage" and "I'd Rather Leave While I'm in Love. Allen performed the song with the Rockettes at Radio City Music Hall in 1981 where he became the first male performer to dance with the famous kick line. A showstopping song, this was used in the bio-musical The Boy From Oz, which starred Hugh Jackman on Broadway in 2003.
