Much like their previous live album Gut the Van, the album was released onto two discs. The first is entitled "Somerville" and captures the band's intimate "warm-up" gig prior to their free performance to approximately 110,000 fans on the second disc, entitled "Hatch Shell. The purchase of the double album also includes a DVD recording of both performances. All songs written by Dispatch, except "Out Loud", which contains a portion of Bob Marley's and Peter Tosh's "Stir It Up".

An all-points bulletin (APB) is a broadcast issued from any American or Canadian law enforcement agency to its personnel, or to other law enforcement agencies. It typically contains information about a wanted suspect who is to be arrested or a person of interest, for whom law enforcement officers are to look. They are usually dangerous or missing persons. As used by American police, the term dates to at least the 1950s.

All Points Bulletin is an "Open World" game. Unlike open Sandbox games such as Eve Online where almost anything and everything goes, players have a narrower "open" playing field. Players on each side are matched against each other by the computer when they enter active districts. Once players take on an action such as accepting a mission or Mugging, Reporting, they can expect that an opposing player or players will soon be dispatched against them. Players can also team up for missions, and call for assistance if they feel they need help.
