The New Zealand sea lion (Phocarctos hookeri), also known as Hooker's sea lion, and whakahao in Māori, is a species of sea lion that primarily breeds on New Zealand's subantarctic Auckland and Campbell islands and to some extent around the coast of New Zealand's South and Stewart islands. The New Zealand sea lion numbers around 10,000 and is perhaps the world's rarest sea lion species. They are the only species of the genus Phocarctos.

The Gulf of Alaska (French: Golfe d'Alaska) is an arm of the Pacific Ocean defined by the curve of the southern coast of Alaska, stretching from the Alaska Peninsula and Kodiak Island in the west to the Alexander Archipelago in the east, where Glacier Bay and the Inside Passage are found. The Gulf shoreline is a rugged combination of forest, mountain and a number of tidewater glaciers.

By the late 19th century the marine mammal populations in the Gulf of Alaska and Bering Sea had collapsed. Petroff, collecting data for the 1880 US census described much smaller sea otter hunting parties consisting of from 4 to 20 (two-hatch) baidarkas. The collapse of the Steller sea lion populations in the late 19th century were so serious that the United States Government imported sea lion skins from California to Alaska so baidarka construction could continue.

The Steller sea lion crash has been one of the big wildlife sagas of the northern Pacific Ocean. NOAA in 1990 listed Steller sea lions as threatened throughout their range. In 1997, NOAA split the population into two groups and classified the more-ailing western group as endangered. Exactly what caused the crash, and why the westernmost population is not recovering, are questions attracting much study and debate.
