Higher Intelligence Agency (HIA) is the main electronic music project of Birmingham, UK based Bobby Bird. HIA was formed by Bird in 1992 around the same time as he and a small group of collaborators began an experimental electronic music club night called Oscillate. Bird brought his drum machines and synthesisers to the club night and improvised live in-between playing records

Birmingham frequencies" is the second collaboration between to ambient powerhouses: Geir Jenssen's Biosphere and Bobby Bird's Higher Intelligence Agency. Their first was "Polar sequences", an album that ranks among the best of ambient in general and of both artists in particular. It's a live performance in Oktober 1995 on a mountain in Tromsø, Norway (Jenssen's hometown), in the Artic region.

Higher Intelligence Agency was formed by Bobby Bird in 1992, at the same time as he & some fellow electronic music enthusiasts started up the legendary experimental electronic music club, Oscillate in Birmingham. At these early Oscillates, Bobby brought along various bits of kit from his home studio and started to experiment with it in a live setting, mixing in live tracks between vinyl; this was the beginning of the Higher Intelligence Agency. with Biosphere ‘Birmingham Frequencies’ in ’98, and a collaborative album, under the name System Error -‘Nothing’. Bobby continues to play occasional live dates as Higher Intelligence Agency, with recent appearances at the Detroit Electronic Music Festival, Boom Festival Portugal, and an upcoming date at .
